Who we are
The New Humanitarian (formerly IRIN News) was founded by the United Nations in 1995, in the wake of the Rwandan genocide, out of the conviction that objective on-the-ground reporting of humanitarian crises could help mitigate or even prevent future disasters of that magnitude.
Almost twenty years later, we became an independent non-profit news organisation, allowing us to cast a more critical eye over the multibillion-dollar emergency aid industry and draw attention to its failures at a time of unprecedented humanitarian need. As digital disinformation went global, and mainstream media retreated from many international crisis zones, our field-based, high-quality journalism filled even more of a gap. Today, we are one of only a handful of newsrooms world-wide specialised in covering crises and disasters – and in holding the aid industry accountable.
Why our work counts
The number of people to whom the UN delivers aid has more than tripled over the past decade. Climate change, population growth, volatile markets, water scarcity, sectarianism and the burgeoning of armed groups and extremists are pushing more and more communities to the edge. The unprecedented number of concurrent emergencies has exposed serious weaknesses in the current international emergency aid apparatus: financing is unsustainable; local communities do not have enough of a voice; and needs are not adequately met. It is a critical time of change for the multi-billion-dollar international humanitarian sector, which is under pressure to reform the way aid is delivered.

Internet censorship and surveillance


There are no government restrictions on access to the Internet or credible reports that the government monitors e-mail or Internet chat rooms without judicial oversight.

Although the constitution and law provide for freedom of speech and press, authorities occasionally arrest journalists critical of the government and in some cases the government impedes individuals’ right to free speech.

Imprisonment for defamation and censorship were abolished in 2005; however, journalists found guilty of libel or slander face fines of 100,000 to eight million CFA francs ($200 to US$16,000).

The law provides for imprisonment and fines of as much as one million CFA francs (US$2,000) for journalists who use the media to incite disobedience among security forces or incite persons to violence, hatred, or discrimination.

Similar fines and imprisonment of six months to two years may be imposed for the publication or broadcast of false or fabricated information that “would disturb the peace.

Horizonte is a daily newspaper. The government-run Novo Jornal-Cabo Verde is published twice weekly. Weekly periodicals include A Semana, Expresso das Ilhas, Jornal Horizonte, Terra Nova and A Nação, founded in 2007 , many of these national level newspaper sites are also available online (some with subscription).

Regional newspapers includes Jornal O Cidadão (São Vicente), Artiletra (São Vicente), a bi-monthly newspaper/periodical, Jornal de São Nicolau and Oceanpress (Sal). Newspapers are written in the official language, Portuguese.

Some such as A Semana and Jornal Horizonte has some articles written in Cape Verdean Creole. Newspapers, especially online are also written in English, some newsstands offers English language papers and rarely French especially at touristic areas of the islands of Sal and Boa Vista.

The first English language papers were first written in the late-19th century but were rarely common, most of them were available in Mindelo, São VIcente which were one of the most coal refueling stopovers in West Africa. Online, recently some articles on A Semana is also available in English.

There are also online national level newspapers and news sources, sports-oriented news sources available includes Criolosport and recently Sports Mídia.

Others including the airline magazine of TACV Fragata.
