The paper was formed from a merger in 1996 of the Baltic Independent and Baltic Observer. With offices in Tallinn and Vilnius and its headquarters in Riga, The Baltic Times remains the only English language print and online newspaper covering all three Baltic states.

Forerunner of the newspaper was the party organ of the Latvian Social Democratic Workers’ Party Cīņa appearing since 1904. In 1919, Cīņa was taken over by the Communist Party of Latvia and remained the main party organ until 1990. With Latvian independence in 1990, the newspaper’s staff ceased collaborating with the party and formed Neatkarīga Cīņa (The Independent Struggle) with new editors. This should later become the Neatkarīgā Rīta Avīze.
