The Gabonese Press Agency (AGP), a public establishment endowed with civil personality and financial autonomy, is one of the first media to have emerged in Gabon, the day after its accession to sovereignty, on August 17, 1960.
First under the name of Gabonese Information Agency (AGI) created on June 8, 1960 in application of Law No. 27/60; It was on November 30, 1966 under Law No. 21/66 during the plenary session of the National Assembly that the Gabonese News Agency (AGI) received the name of Gabonese Press Agency.
In fact, the AGP is the result of the merger between, on the one hand, the Gabonese Information Agency, an autonomous body with legal personality and managed according to commercial rules, and the Gabonese Press Company (SOGAPRESSE) on the other hand.
From then on considered as a tool of sovereignty in terms of collecting and processing information, the Gabonese Press Agency was assigned missions, the main one being to make available to the public national and international information for a fee, but especially that they are credible, reliable and fair.
To do this, the AGP makes available to the public, in addition to these traditional dispatches, through its website, audiovisual media and press photos available after taking out a subscription.

The Ethiopian News Agency is the official news agency of the Government of Ethiopia. It is the oldest news organization in Ethiopia.
IZA’s inception dates back to 1942, when a news distribution service was opened as part of the Press Department, which was within the Press and Information Bureau. In 1943 the service became called “Agence Direction” or “Agence Direcsione”, and was under the Ministry of Pen. It can be argued that it was the first national wire service in Africa, as no other African country had an indigenous service of the kind, due to colonialism, wherein social, political and economic institutions were established by, and made to serve, the interests of the colonial powers. Agence Direction closed in 1947 due to budget constraints in the Ministry of Pen.
In 1954 Emperor Haile Selassie was embarking on a world tour and Agence Direction reopened so that Ethiopia could receive news of the tour. There was no further significant development in the next 10 years, except for a few attempts at expanding the service locally.
Beginning in late 1963, Agence Direction began to make its presence felt among the public through newspapers and radio broadcasting. Its name was changed to Ethiopian News Source in 1964, then to its present name of Ethiopian News Agency in 1967.
In 1995 it became a semi-autonomous agency under a board that is accountable to the House of Peoples’ Representatives. Its autonomy is very limited, with the government having full control.
It has about three dozen branches across the country.

There are no current independent mass media in Eritrea. All media outlets in Eritrea are from the Ministry of Information, a government source.

Western media was brought to the country during Italian and British colonialism. The media is Eritrea played a role in its war against Ethiopia. Independent Eritrea has one of the harshest media regimes, with private and foreign ownership being banned since the early 2000s. As of 2018, the government controlled four newspapers, one television channel and two radio stations. International organizations such as Reporters Without Borders and Freedom House have consistently labelled the media in Eritrea as “not free”, ranking it as the lowest or one of the lowest countries in press freedom indices. Access to the internet is very limited.

Internet censorship and surveillance


There are no government restrictions on access to the Internet or credible reports the government monitors e-mail or Internet chat rooms without judicial oversight. Most overt criticism of the government comes from the country’s community in exile, and the Internet has replaced broadcast media as the primary way opposition views were expressed and disseminated.

Although the constitution and law provide for freedom of speech and press, the law grants authorities extensive powers to restrict media activities, which the government uses to limit these rights. While criticism of government policies is allowed, individuals generally can not criticize the president, his family, other high-ranking officials, or the security forces without fear of reprisal. Libel is a criminal offense, but there were no instances of the government using these laws to suppress criticism during 2012.

The constitution and law prohibit arbitrary interference with privacy, family, home, or correspondence, but the government often does not respect these prohibitions. Search warrants are required unless the crime is in progress or for reasons of national security. Security forces enter homes without authorization and arrest alleged criminals, foreign nationals, and others, often without required judicial orders. The government reportedly attempts to impede criticism by monitoring the activities of the political opposition, journalists, and others. Journalists are subject to surveillance and practice self-censorship.

Human rights in Djibouti


In its 2011 Freedom in the World report, Freedom House ranked Djibouti as “Not Free”, a downgrading from its former status as “Partly Free”.
The US State Department Country Report on Human Rights Practices for 2019 points out that Djibouti’s significant human rights issues included: unlawful or arbitrary killings by government agents; arbitrary detention by government agents; harsh and life-threatening prison conditions; arbitrary or unlawful interference with privacy; unjustified arrests or prosecutions of journalists; criminal libel; substantial interference with the rights of peaceful assembly and freedom of association; significant acts of corruption; and violence against women and girls with inadequate government action for prosecution and accountability, including female genital mutilation/cutting. It states also that impunity was a problem, with the government seldom taking steps to identify and punish officials who committed abuses, whether in the security services or elsewhere in the government.

Freedom of the press in Djibouti

The country has one national newspaper called La Nation de Djibouti, which is published daily. It is also owned by the government along with the country’s only news agency L’Agence Djiboutienne d’Information. An opposition-backed newspaper, Le Renouveau, ceased operations in 2007 after publishing an article accusing President Ismaïl Omar Guelleh’s brother-in-law (the former governor of the Central Bank of Djibouti, Djama Haid) of accepting bribes.

There are also several weekly or monthly publications published by opposition parties, though they are often opinion and politically-based information rather than fact-based news. One example is L’Aurore; founded in 2015 it is published and heavily influenced by the USN, the main opposition coalition in Djibouti.

There is one independent radio station which reports uncensored news: La Voix de Djibouti. The station broadcasts in both French and Arabic, and was set up by the Djibouti diaspora in 2010. Although the station broadcasts from Belgium (both online and over AM radio), its employees are subject to Djibouti’s press laws while in Djibouti.

The written press in the Democratic Republic of the Congo

The written press in the Democratic Republic of the Congo is mainly French-speaking, with French being the official language of the country. Despite their national ambitions, it is difficult for these publications to achieve coverage for the whole country, both for reasons of information gathering and distribution, which are still largely dependent on failing means of communication. Many of these newspapers are actually linked to a city or region, mainly Kinshasa. Several dailies are published, the majority of which are pro-government in nature. Some newspapers are published irregularly.

In 2009, the world ranking on freedom of the press established each year by Reporters Without Borders places the DRC in 146th place out of 175 countries. A “difficult situation” was observed there.

Mass media in the Comoros

As recently as the early 1980s, the Comoros had no national media. State-run Radio Comoros, transmitting from Grand Comore, was not strong enough to send clear signals to the republic’s other two islands.

In 1984 France agreed to provide Radio Comoros with funding for an FM (frequency modulation) transmitter strong enough to broadcast to all three islands, and in 1985 made a commitment to fund a national newspaper after a United Nations Educational Scientific and Cultural Organization (UNESCO) study revealed that the Comoros was the only UN member lacking print and electronic media. A state-owned newspaper, Al-Watwan, began operations in July 1985, first as a monthly and soon afterward as a weekly. There are now a number of publications, either daily, such as La Gazette des Comores, or weekly.

A news agency, Agence Comores Presse, is based in Moroni.

In addition to national broadcasts on FM in Comorian, Swahili and French, Radio Comoros in 1993 broadcast internationally on the shortwave band in Swahili, Arabic, and French, but shortwave services have now been suspended. There are a number independent commercial FM radio stations in the country, Radio Tropique FM, one of the first, began broadcasting in 1991, although it and its director, political activist Ali Bakar Cassim, have occasionally been the object of government ire.

The ORTC (Office de Radio et Télévision des Comores), whose studios were funded by the Chinese government, now broadcasts both radio and television both free to air nationally and by cable and satellite in France.

In 1989 the Comoros had an estimated 61,000 radios and 200 television sets.

Freedom of Speech

It is tough being a journalist in Chad. Reporters are often arrested for their writings. Most are usually released fairly quickly, but some have been held arbitrarily for weeks or even months, and more have been mistreated while detained. In 2019, a newspaper editor initially charged with defaming a former government minister was sentenced to three years in prison for “association for the purpose of computer crime”, a charge that was invented by the prosecution with the sole aim of keeping him in prison; where he has been physically attacked and is being held in appalling conditions.

Coverage of impunity or criticism of President Idriss Deby Itno and those close to him is not tolerated and can lead to expulsion (for foreign journalists), to abduction and arbitrary detention (for Chadian journalists) and to the closure of media outlets – the fate suffered by a weekly newspaper in 2018. Journalists are exposed to the threat of terrorism, as was seen in 2019 when a national TV cameraman travelling with an army convoy was killed by a mine in the road. Journalists have also been subjected to violence by the security forces while covering street protests against the government’s austerity measures. In response to calls from journalists’ associations, the Chadian media staged a “Day without Press” in February 2018, in which media outlets stopped broadcasting and publishing for an entire day to denounce the attacks on journalists and media by the political police and regular police, which enjoy complete impunity. A month later, the authorities blocked access to social media and did not restore it until July 2019, after a total of 470 days. This established Chad as one of Africa’s worst cyber-censors in recent years.
